PREFACE

These rules are in effect for the 2006 Southwest PRO-4 Series racing season. It is intended that the rules not change during the 2006 racing season. However, in the event a rule needs to be changed in order to equalize competition or resolve an issue, a rule can be changed during the 2006 racing season only by a majority vote in favor of the rule change, by the Board of Directors.

Auto racing by its very nature is a dangerous sport. While every effort has been taken to insure the safety of the drivers, crew, and spectators, this compilation of rules, policies, and procedures does in no way imply assumption of responsibility or risk by Southwest Pro 4 Tour. Ultimately, each participant is solely responsible for his or her safety.

 

 

INDIVIDUAL RESPONSIBILITY

Non-compliance with the Car Construction and Safety Rules, Competition Rules and General Policies & Procedures set forth in this Southwest Pro 4 Tour Rulebook due to ignorance of the rules is not an acceptable excuse. All participants, i.e., Drivers, Car Owners, Pit Crew, will be presumed by Southwest Pro 4 Tour Officials to have made available to themselves, a set of these rules, policies, and procedures of the latest publication date, and have read it and understand it fully. If there is anything contained in this Rule Book that is not understood by a driver, car owner, or pit crew member, it shall be the individual’s responsibility to inquire with Southwest Pro 4 Tour Officials for an explanation and clarification.

 

ISSUES NOT ADDRESSED

If this rulebook does not address an issue, the issue shall be considered of no consequence until addressed otherwise by the Southwest Pro-4 Series Director and Board Members.

 

SOUTHWEST PRO-4 SERIES

SECTION I: Car Construction & Safety Rules

Supercedes: 2005

 

ALLOWABLE CARS

    1. Any fabricated tube-frame race car, perimeter or offset.
    2. No Jeeps, dune buggies, or convertibles.
    3. No all wheel drive, (AWD) cars.

 

BODIES

    1. All cars must have complete bodies with no sharp edges, fabricated of nonferrous materials that resemble a late model stock car complete with a nose and tail.
    2. All windowed materials, front, rear, and sides must be of polycarbonate, (Lexan) material. No acrylic, (Plexiglas) materials.
    3. All bodies must be brightly painted and have contrasting numbers on both sides, top, nose and tail.
    4. Minimum body height is 40 inches from highest point on roof to ground.
    5. Hood scoop may not be higher than 5 inches.
    6. Maximum rear spoiler height is 8 inches measured along the spoiler surface from the spoiler base to the spoiler top edge. Aluminum may be used up to a spoiler height of 5 inches. Polycarbonate, (Lexan) must be used if taller than 5 inches to maximum length. No acrylic, (Plexiglas) material.
    7. Rear vision mirrors optional.
    8. Firewalls, solid panels with no gaps or holes, of 24-gage steel or 0.065" thick aluminum, minimum, required between driver and engine, fuel cell, battery, and radiator. Interior trim panels beyond firewalls may be of steel or aluminum less than minimum thickness required for firewalls.
    9. Body wheel wells must cover all four (4) tires.
    10. Minimum frame height is 2 ½ ". No part/component of chassis, drive train or engine shall be lower than 2 ½" clearance from ground.

 

CHASSIS

    1. All chassis must be constructed of minimum 2 inch square or round by 0.090 inch minimum wall thickness 1018 or 1020 carbon steel tubing.
    2. Rear clip and front clip may be of 1-1/2 inch square or round by 0.090 inch minimum wall thickness 1018 or 1020 carbon steel tubing.
    3. Roll cage must be not less than 1-1/2 inch diameter by 0.090 inch minimum wall thickness 1018 or 1020 carbon steel tubing.
    4. Chassis track width must not exceed 78 inches measured outside-to-outside of the front tires at spindle height with toe-in or toe-out measurements at front of tire and rear of tire averaged.
    5. Maximum left side weight is 58% with driver and fuel on board.
    6. Chassis wheel base, measured on the left side, is 94 inches minimum and 103 inches maximum.
    7. Driver accessible weight adjusters prohibited.

Note: All new construction will be .090-1 ¾ diameter tubing, in the center section of chassis where driver is located and frame rails will be .090 x 2" square or round tubing, as of 2005 season.

.090-1 ½ diameter will be phased out by not later than the end of 2008 season.

 

WHEELS & TIRES

    1. Any 13 inch diameter stock car racing wheel of steel or aluminum construction not to exceed 10 inches in width.
    2. Other diameters at Southwest Pro 4 Tour Director’s option. All wheels must have car number on them.
    3. Hosier Racing Tires F35 Compound Only! Required on both right and left side.

Engine Displacement & Race Car Weights

    1. Maximum engine size is 2558 cc’s
    2. Minimum weight is 1700 pounds.
    3. No fuel injection, Super Charger, Turbo Charger, Nitrous Injection, or Plenum on Mikuni slide bore carburetors.

Induction Credits and Penalties

 

Credit-Base Race Car Weight w/Driver may be reduced by specified amount.
Penalty-Base Race Car Weight w/Driver must be increased by specific amount.
    1. Induction systems with 4 venturis: No Credit / No Penalty
    2. Induction systems with 2 venturis: 100 lb Credit
    3. Aftermarket aluminum head: 100 lb Penalty
    4. Except--Esslinger Ford D-Port replacement head: 50 lb Penalty

    5. 4a. Esslinger Ford D-port that has been modified in any way, will have to add a weight penalty of75 lb Penalty
    6. Pushrod Motor: No Credit / No Penalty

 

*Heads with 2, 3, 4 or 5 valves per chamber not specifically manufacturer designed to be mounted on the engine block in use are not allowed. Example: No Mazda/Volvo 4 valve aluminum heads adapted to a 2.3L Ford block permitted.

*Cylinder Heads w/3,4 or 5 valves per chamber w/2400 cc’s and more will weigh a minimum of 2350lb and will have no more than 56% left side weight.

Rotary Motors

    1. 12A Stock block must weigh 2000 lbs.
    2. 12A Ported block must weigh 2300 lbs.
    3. 13B Stock block must weigh 2500 lbs.
    4. 13B Ported block not allowed.

 

General Rules

    1. Incline 4 cylinder, 4 cycle gas engines produced for use in foreign or domestic automobiles for sale in the United States and Canada or Rotary.
    2. No limited production engines.
    3. Substitution of production cast iron block with aftermarket aluminum block is prohibited.
    4. No alcohol based fuel. No oxygenated fuel additives permitted
    5. Engine size, weight of car, and wheelbase must be displaced on dash near left "A" pillar.
    6. Minimum Weight Calculation Worksheet with current base weight and all applicable credits and penalties must be completed and available for review by officials.
    7. Maximum engine set back is 6 inches measured from center of left lower bal joint to center of number 1 cylinder
    8. No mid-engine cars allowed.
    9. Any transmission with 2 forward gears and operable reverse may be used,
    10. Any transmission adapter may be used. Tech approval required.
    11. Cars using open stock style clutch must use scatter shield minimum 180 degrees on driver’s side of bell housing; 270 or 360 degrees are recommended. Minimum steel thickness is 3/16 inch. Minimum aluminum thickness is ¼ inch. Tech approval required.
    12. Starter and clutch assembly must be operable.
    13. Exhaust must exit behind driver.
    14. Exhaust noise level shall meet track requirements.
    15. Oil cooler, remote oil filter, dry-sump, external drain lines and attachments shall be of proper design and strength to resist bursting or leaking. Tech approval required.
    16. Radiators shall remain inside body shell. Cooling fans, engine driven or electrical, must be enclosed within shroud. Tech approval required.
    17. Separate overflow containers with 1 quart minimum capacity required for radiator and crankcase/dry sump ventilation system. Tech approval required.
    18. Any rear end including quick change may be used.
    19. Suspension type is open. Titanium or magnesium components are prohibited.

 

Roll Cage

    1. Six point roll cage mandatory of 1-1/2 inch minimum diameter x 0.090 inch wall thickness minimum ERW or DOM, 108 or 1020 carbon steel tubing.
    2. Roll bar shall have at least one diagonal brace from top of hop to bottom.
    3. Minimum of 3 horizontal door bars required on driver’s side of cage and 2 door bars required on right side of cage. All door bars shall have vertical braces welded between them. Top left door bar may not be lower than 3 inches below driver’s window opening (See addemdum page)
    4. One overhead bar from front to rear in center of the halo that is out of reach of the driver’s helmet when driver is strapped in is required.
    5. One vertical (Earnhardt Bar) is required from middle of halo hoop front down to cage front hoop at dash level.
    6. Two braces from within 6 inches of the top of the main roll bar hoop down to the rear clip are required. Braces are to extend as far back as the body will allow.
    7. Energy absorbing padding must be installed on all bars and tubes in driver area where contact maybe made between driver extremities and bars.
    8. Minimum of 3 windshield braces must be placed behind windshield.
    9. Nerf bars shall be minimum one inch square or one inch diameter round tubing with rounded ends located within body.

NOTE: See chassis rule note.

 

Bumpers

    1. Bumpers required on front and rear of car inside front nose piece and rear bumper cover.
    2. Center of bumper shall be 16 inches from ground plus or minus 2 inches.

 

Battery Boxes

    1. Batteries that are lead acid filled shall not be installed outside of the frame rails.
    2. Battery must be separated from driver by a firewall.
    3. If battery is installed inside driver compartment, it must be enclosed inside a metal box of 20 gage minimum thickness.
    4. Battery and box must be securely attached to the frame or chassis.

 

Driveline

    1. Aluminum or steel drive shafts permitted. Composite drive shafts are prohibited.
    2. Drive shaft must be painted with car number on it. (see addendum page)
    3. Two steel, drive shaft containment loops or straps, 0.125 x 1 minimum Cross section are required. One at each end of driveline.

Brakes

    1. Brakes shall be on all four wheels and operable at all times.
    2. Driver adjustable brake biasing mechanisms are approved.

 

Fire Extinguisher

    1. A 2.5 lb. (minimum) carbon dioxide or dry powder, Coast Guard approved, with gage in working order and fully charged extinguisher is required.
    2. Extinguisher must be in drivers reach while strapped in car.
    3. An on board Halon fire suppression system is recommended, but not required. If installed, minimum one nozzle each in engine bay and driver area.
    4. *Safety note: Position nozzle and aim it away from driver n direction of anticipated flame sources. Halon can cause frost bite
    5. Fire extinguisher or Halon fire suppression system must be securely mounted in car
    6. Each car must have a 5 lb. minimum fire extinguisher with current inspection tag readily accessible in pit area.

Master Electrical Switch

    1. A master electrical shut off switch must be installed within easy reach of the diver and safety crew members to kill the electricity to all electric components in the event of an emergency.
    2. If the master shut off switch cannot be located within easy reach of safety Personnel, then an additional master shut off switch must be installed in a location accessible to safety personnel.
    3. The master shut off switch must be clearly marked.

Drivers Safety Equipment

(see addendum page for addition rules)

 

Safety Belts

    1. Seat belts, 3" minimum width shall have metal connectors and be firmly attached to the roll cage by steel brackets of sufficient strength. Tech approval required.
    2. Shoulder harness, 3" minimum width, shall be double straps attached separately to the roll cage by metal brackets that are part of the roll cage. “Y” belt shoulder harness with single point attachment to roll cage is not allowed. Tech approval required.
    3. Anti-submarine belt, 2" minimum width, shall be attached to the seat bracket that is part of the roll cage.
    4. All belts expire 3 years following date of manufacture and must be replaced.
    5. Note: All date tags will be in place and readable or belts will need to be replaced.
    6. Hutchens, neck collar, or similar restraint devise is strongly recommended and will be required for the 2007 race season.

Window Net

    1. Safety window net of either mesh or web construction are required in driver’s side window.
    2. They must be fastened securely with a quick release type latch that can be activated from either inside or outside the car.
    3. All safety nets expire 3 years following date of manufacture and must be Replaced.
    4. Note: All date tags will be in place and readable or nets will need to be replaced.

Driver Seat

    1. Seats shall be racing type with head rest behind driver’s helmet.
    2. Right side head restraint required. Left side head restraint recommended.
    3. Seats shall be securely fastened to roll cage in upright position.
    4. Seats of fiberglass construction are not allowed.
    5. Right and left side leg restraint panels are recommended.

 

Fuel Cell

    1. Fuel cells are required with 6 gallons minimum and 15 gallon maximum capacity.
    2. Bottom of fuel cell must be 6 inches minimum from ground.
    3. Fuel cell bladder must be enclosed in metal container.
    4. Fuel cell metal container shall be mounted securely to chassis with steel tube frame surrounding container and minimum of 4 straps on top and bottom. Minimum 1/8 strap. 1/8 X 1" square tubing is recommended.
    5. A minimum .125-inch thick, steel plate will be installed to fuel cell mounting brackets on the front side between cell and rear differential and rear of car. These plates must be installed in a manner to cover the height and width of the fuel cell container. (see addendum page)
    6. Fuel pump shall not be mounted in driver compartment and shall be mounted inside either frame rail.
    7. Fuel lines passing through driver compartment must be encased in metal tube or protected by woven stainless steel wire mesh covering on outside of fuel hose.
    8. Fuel cell shall be electrically grounded to chassis.
    9. Fuel cell filler cap shall be tethered to the fuel cell or fuel cell containment straps with a short length of light gage safety cable or ball chain.
    10. Electric fuel pumps must be wired with a oil pressure operated shutoff switch in the electricity supply line. A momentary override switch may be used when starting the motor.

General Class Rules

    1. All removable ballast weights must be white and have car number on them.
    2. Two-way radios are required for driver and spotter.

 

Construction & Safety Penalties

Penalties assessed for infractions or by not meeting any of the items in " SECTION I: Car Construction and Safety Rules" will be assessed by the Southwest Pro 4 Series Head Tech Official under supervision of the Southwest Pro 4 Tour Director and Board Members. Penalties may include, but are not limited to: Formal Notice (with specified period of time given to become compliant), Monetary Fine, Disqualification, Suspension (for event and/or season). Loss of Points and/or Money earned (for event and/or season). Penalties will be determined by the Southwest Pro 4 Tour Head Tech Official under supervision of the Director and Board Members by assessing the severity and possible consequences of the infraction, and then by voting on the penalty. The Southwest Pro 4 Tour Board Members will track all penalties to insure that similar future infractions carry a consistent penalty.

    1. For a calculated displacement of 1782 cc’s: Base Race Car Weight w/Driver = M (0.7500) X Displ. cc’s (1782) +B (510) = 1846 lbs.
    2. For a calculated displacement of 2000 cc;s: Base Race Car Weight w/Driver = M (0.6833) X Displ. cc’s (2000) + B (633) = 2000 lbs.
    3. For a calculated displacement of 2030 cc’s: Base Race Car Weight w/Driver = M (0.6500) X Displ. cc’s (2030) B + (700) = 2020 lbs.
    4. For a calculated displacement of 2220 cc’s: Base Race Car Weight w/Driver = M (0.6167) X Displ. cc’s (2220) + B (771) = 2140 lbs.
    5. For a calculated displacement of 2336 cc’s: Base Race Car Weight w/Driver = M (0.5500) X Displ. cc’s (2336) + B (920) = 2205 lbs.
    6. For a calculated displacement of 2558 cc’s: Base Race Car Weight w/Driver = M (0.4833) X Displ. cc’s (2558) + B (1.083) = 2319 lbs.

 

Note: Minimum Race Car Weight w/Driver = Base Race Car Weight w/Driver + Induction System Penalties – Induction System Credits. All induction system credits and/or penalties given in the table of induction Credits and Penalties are applied to the Base Race Car Weight w/Driver to arrive at the Minimum Race Car Weight w/ Driver that must be achieved in the Technical Inspection Scales race day.

Qualifying points will be awarded as:

Heat Races will be aligned by qualifying order. Maximum of 8 cars per heat
race. Fast Qualifier will be positioned in Heat Race1, 2nd Fastest will
be in Heat Race 2, 3rd Fastest will be in Heat Race 3, and then that order
will be maintained with 4th Quick going into Heat Race 1 and filling out
the heat race grid in that format.

1-8 cars = 1 Heat

9-16 cars = 2 Heats

17-24 cars = 3 Heats

25-32 cars = 4 Heats

33-40 cars = 5 Heats

Same rule will apply with more cars.

 

Heat race lineup will be full invert with fastest in the back. Officials may apply
the one-second rule at their discretion with those cars falling behind the qualified
cars in the starting grid.

 

Note: If field has sixteen (16) or less cars, all odd qualifying positions will be
in heat race #1 and all even qualifying positions will be in heat race #2.

 

No points awarded for Heat Races.

 

Rookie points are awarded separate from the standard cumulative points.
Rookie points are available to only those drivers who meet specific criteria
outlined by SWPro4 as rookies. Based on the nightly total points earned, the top
finishing rookie will receive (10) points, with each additional finishing rookie
receiving (9,8,7,6,5,4,3,2,1,) points based on overall nightly points total.

 

Scoring Policies-Definitions

    1. The term "Initial Green Flag" is defined as first green flag to the startof the event.
    2. The term "Official Green Flag" is defined as the green flag that Competitors make one full lap thus no restart is necessary.
    3. The term "Official Starting Grid" is defined as the original starting grid based on qualifying for that race night.
    4. The term "Scratch" position is defined as a car that starts at the back of the "Official Starting Grid".

Lineup Policies

  1. Cars that are in the pits that do not take the "Initial Green Flag" or warm-up session will not be allowed on the track during the race and will not be recognized in the "Official Starting Grid" thus no SWPro4 points or purse awarded for the main event.
  2. Any car that is on the racetrack at the "Initial Green Flag or warm-up session will be allowed back onto the track, during yellow flag conditions, if it passes safety inspection.
  3. All cars must be on track for the warm-up session to retain their starting position in the Official Starting Grid.
  4. Any car not on the starting grid when driver introductions begin will have to start at the tail of the field in a Scratch position.
  5. Any car that misses the warm-up session will be allowed to take the Initial Green Flag, but will start from a position at the back of the Official Starting Grid.
  6. Any car that enters the pit area after the start of the warm-up period or before Initial Green Flag is displayed will restart the race in a position at the back of the new starting grid.
  7. Cars on the racetrack that receive the "Initial Green Flag that are involved in a first lap incident will retain their original starting position for the restart AS LONG AS THEY REMAIN ON THE RACETRACK and do not enter the pit area. Officials may move cars to the back of the starting grid at their discretion in the event of a first lap incident.
  8. Any car that transfers from a consolation main event or as a promoters option will start in a Scratch position.

Qualifying Line-up: We will allow you to qualify as you line-up. If we have a problem in getting cars in line to get qualified we reserve the right to use a pill draw line-up for qualifying order.

Pre-Tech: Each car must pass pre-tech prior to qualifying. If the car does not meet the tech requirements, the driver will have the opportunity to present his car again for tech without penalty. If on a second pass, the car still does not meet tech, the driver will lose one qualifying lap. If the car fails to pass pre-tech a third time the car will be lined up at the rear of the fields or non-qualifying race if more than 20 cars. Each car must pass technical inspection prior to being allowed to compete in each SWPro4 event.

Qualifying Procedure: Each car will attempt to turn in two qualifying laps. The fastest timed lap will be the official qualified lap for competition. The fastest timed lap will be the official qualified lap for competition. The fastest 16 cars are automatically placed into the feature field by time. The fastest 3

Qualifiers of the evening will be sent to the tech station for a required additional tech, time and space permitted, before being allowed to their pit area.

Feature Line-up: 20 cars will start the feature. (see addendum page) Fast qualifier will draw pea for invert number, not to exceed 8 cars. In the event there are more than 16 cars, the fastest 16 cars will automatically qualify for the feature with the remaining cars lining up for a 20-lap or maximum 20 minute non-qualifiers race. The top two finishers in the non-qualifiers race (electing to transfer) will transfer to the rear of the 16-car starting grid. We will use a one second rule for feature line-up.

B Main Line-up: The B Main will feature a straight up start with all non-qualified cars being placed in a B Main starting grid with fastest qualifiers in the front for the race.

Tour Director Option: The Tour Director will add two additional starters of their choice to the back of the Feature Event in the 19th and 20th starting positions. These two positions will start scratch and earn finishing points only in the Feature.

Promoters Choice: At selected events the track promoter may add a Promoter’s choice to the feature field. Pay will be up to the track promoter.

No feature points will be awarded for this position.

Tech Inspection after Feature: The top 3 feature main event finishers, and 2 picked by Director will be directed to the tech station for a required post race tech inspection.

Technical Inspection: The SWPro4 reserves the right to perform a technical inspection of any parts or vehicle at any time during a SWPro4 sanctioned racing event. Drivers, owners and pit crews must comply with the request immediately or face disqualification from the event and/or forfeit of any prize money earned from the SWPro4.

Lineups: All races will use a single-file restart.

Failure to heed a black flag for mechanical reasons in any event results in the scoring to discontinue after two laps. A black flag for a driving violation results in the scoring to stop immediately on the lap the black flag was displayed.

The Series Flagman will designate the point at each track where the start and restarts will take place.

DO NOT RACE BACK TO THE YELLOW! All event scoring goes back to the previously completed green flag lap. Once the yellow comes out, all competitors should be in a single file line. Do not pass any cars under yellow unless you are coming into the pits for emergency service and do not pass the pace car. Cars involved in the yellow flag must go to the tail of the field.

Track or series officials will move your car to its proper position if you are out of line, please do as they as quickly as possible. It does no good to question an official on the track, as they are not responsible for any scoring decisions. If the Race Director has to instruct a car to move into a position more than two times, that team will be fined $50 for the third time instructions are given and fined $100 for any additional instructions not followed after that.

There is no passing on the left on any start, until your car has reached the start/finish line, unless there is an obvious problem with a car. Restarts at all tracks will be single file. On all tracks, with any restarts with 10 laps or less to go in the race, the restart will be single file, with all lead lap cars in front of all the lapped cars. Lapped cars must stay in line or go to the tail on restarts.

Lapped cars must stay out of racing groove at all times. Make sure to leave plenty of room on the outside coming off the corner and going down the straights. The move over flag will be displayed. Any car ignoring the signals to yield the track will be black flagged for a consultation and could be parked for the remainder of the race.

Rough driving will not be tolerated. If contact with a car causes a yellow flag, and the contact is not a "racing incident", all cars involved will be sent to the tail of the field. It will be up to the discretion of the Series Race Director as to the penalties for any incidents where contact is made between racing vehicles causing yellow flag. If a car comes to a complete stop in order to avoid contact with a vehicle involved in a spin or wreck, and has no contact, that car will get its spot in the lineup back.

If your car is smoking heavily, leaking fluid, or has any major parts dangling that could lead to a dangerous situation, you will be black flagged from competition until the problem is fixed. If you were black flagged, please remove yourself from the racing surface as quickly as possible and only enter the pits when they are open.

SECTION II: Competition Rules

 

Competition Rules

The competition rules set forth herein are intended to provide for the orderly conduct of any individual attending and/or participating in a SWPro4 event, and to establish minimum acceptable standards and codes of conduct for the events.

These competition rules shall govern all SWPro4 events. By participating in a SWPro4 event, either as a car owner, driver, or crew member, all participants shall be considered to have read these rules and agreed to comply and abide by them.

 

General

    1. No intoxicating beverages or controlled substances shall be consumed by participants before and/or during any SWPro4 event.
    2. All persons entering the racing pit area are required to have a signed release of liability form on file with SWPro4.
    3. Abuse of any SWPro4 or host track official and use of improper or profane language at any time is strictly prohibited.
    4. SWPro4 officials must be notified of any changes of driver prior to driver change taking place.
    5. Racecars may only be driven by a registered SWPro4 driver holding a current membership card.
    6. All drivers and crew members shall appear at SWPro4 events in clean and appropriate attire.
    7. Racecars shall be clean with all car umbers highly visible.
    8. The interpretation of rules pertaining to race procedures or scoring positions by SWPro4 officials shall be final and not subject to protest.
    9. Assault in any area of the racing facility is prohibited and assailants will be subject to suspension, fine or arrest by local law enforcement.

Membership Requirements: All Car Owners, Drivers, and Crew Members are required to be ASA Members!

    1. Drivers/car owners are required to be current SWPro4 members.
    2. All car owners, driver, and crew members shall have all requiredpaperwork completed and on file with SWPro4 competing or attending an event.
    3. SWPro4 registered drivers may drive another SWPro4 car during an event, provided the SWPro4 scoring official is notified in advanced of the change.
    4. All persons crewing a SWPro4 car shall be currently registered SWPro4 members.

Payment of Membership Fees

  • SWPro4 membership fees and forms may be completed and submitted after January 1st for the current year’s membership.
  • Fees and forms must be paid and submitted prior to participating in a SWPro4 event.

    DRIVERS MEETINGS

      1. All drivers are required to attend the SWPro4 drivers meeting.
      2. Roll call will be held. Failure to attend will result in the loss of one qualification lap.
      3. NO EXCEPTIONS!

     

    UNSPORTSMANLIKE DRIVING

    Any driver who continually drives in the following manner will be disciplined by

    either the issuing of a warning, loss of position, fine and/or disqualification. All

    race tracks will be advised of the SWPro4 rules and any penalties that the track officials feel necessary will be honored by SWPro4.

      1. Repeated lane change that denies racing room to another car (blocking).
      2. Continual driving the center of two designated track lanes.
      3. Squaring corners (Diamonding) after allowing passing room underneath, then pinching off the passing car on a line car that has reached the door of the car being passed.
      4. Deliberately forcing a competitor’s car up to the wall or onto the infield during side-by-side racing.
      5. Deliberate short braking to cause contact.
      6. Any driver committing three (3) unassisted spins will be Black Flagged and must leave the track.

     

    PRIZE MONEY

      1. The SWPro4 Director will determine the schedule for prize money distribution.
      2. The SWPro4 Director will prepare the prize money checks and place them in the mail.
      3. Prize money checks will be mailed to the Car Owner unless written
      4. Prize money checks will be mailed to the Car Owner unless written instructions have been provided to the SWPro4 Director.

    REPLACEMENT DRIVERS

      1. Any driver not qualifying a car for the event must have permission from the SWPro4 official to replace a driver who has qualified the car for the event.
      2. Replacement must take place prior to the dropping of the green flag.
      3. Once a race has started, NO replacement of drivers will be permitted.
      4. The replacement driver will be placed at the rear of the field in the scratch position.

     

    CAUTION FLAG LAPS

    Caution flag laps may or may not count as completed laps. Every effort will be made to end a race on green flag race conditions. These conditions will be covered in the SWPro4 drivers meeting.

    These policies and procedures shall govern the condition of all events, and, by participating in an event, all participants are deemed to have read and agree to abide and comply with the rules as set forth in this publication.

     

    GENERAL

      1. Intoxicating beverages or controlled substances shall not be consumed before or during any SWPro4 event.

    OFFICIAL DECISIONS AND PROTESTS

      1. All decisions of the SWPro4 will be final. Track officials shall not be approached with requests or protests by any SWPro4 member other than by a designated SWPro4 official.
      2. SWPro4 officials, including Technical and Safety Officials, and all host Track officials are to be treated with courtesy and respect at all times.
      3. Protests may be submitted by a car owner only, who must also be a current SWPro4 member.
      4. Before the SWPro4 Officials will act upon a protest, the protesting car owner must provide sufficient reason in writing, the basis for the protest against another SWPro4 competitor.
      5. A minimum protest fee of $500.00, payable in cash, must accompany all protests. If the protest will require disassembly of a component of the racecar under protest, the minimum protest fee will be adjusted upward to compensate the owner of the car under protest for his time to disassemble and reassemble the component in the event the protest is ruled to be invalid.
      6. All protests must be made within fifteen (15) minutes after the finishing order of the event has been posted.
      7. If the protest is found to be valid, the protest fee will be returned to the protestant. However, if the protest is found to be invalid, the owner of the car that the protest was lodged against will receive the protest fee.
      8. Any protest action will result in a considerable delay before the posted race results can be considered official.

    SPORTSMANSHIP

      1. The SWPro4 racing organization takes considerable pride in the high level of sportsmanship displayed by its members. ANYONE who conducts himself or herself in a manner unbecoming to the SWPro4 either on or off the racetrack, will be dealt with at the discretion of the SWPro4 Director whose action may result in the levy of fine and/or suspension of racing privileges, or both.
      2. Fighting or abusive behavior will not be tolerated.
      3. Abuse of any SWPro4 host track official and/or the use of improper language at any time, on or off the racetrack is strictly prohibited.
      4. No acts of aggression directed toward another car or driver, on or off the racetrack will be tolerated.
      5. If an incident occurs on the racetrack that a driver takes issue with, the driver (and only the driver) is to file a complaint with a SWPro4 official within thirty (30) minutes of the end of the race. The only exception is in the event of injury to the driver. This places responsibility for the behavior and subsequent action on the drivers involved. If the incident is not brought to the attention of the SWPro4 official within thirty (30) minutes of the end of the race, it will be assumed the drivers involved accept the incident as a racing incident and chances are no action will be taken. However, the SWPro4 Director has the right to take action if an incident is, in his opinion, deliberate or detrimental to driver safety and/or to the image or the survival of the organization. Every effort will be made to gather pertinent information and render a decision prior to leaving the racetrack.
      6. All car owners will be held responsible for the conduct of their drivers, crew members, and visitors in the pit area.

    ELIGIBILITY FOR SWPRO4 TOUR ROOKIE STATUS

    To be eligible for "Rookie" status and compete for "Rookie of the Year", a driver must submit an application of Rookie Status form and a racing resume, and meet the following qualifications:

      1. A driver who will be competing for the first time as a professional driver with no racing experiences, or,
      2. A diver who has no previous experience in a Pro 4 division with any organization, or,
      3. A driver who has participated in no more than five (5) events with the SWPro4 organization or with any Pro 4 racing organization.
      4. A driver with less than five (5) events on one season may apply for Rookie status the following season. However, eligibility for Rookie status will expire after the second season, regardless of the number of events previously run.
      5. A driver that is not yet sixteen (16) years of age will be required to Demonstrate his or her abilites, at a race track that a pro-4 car can compete at, with seasoned drivers present. A decision will be made as to weather he or she is ready to drive a race car at this level.

      CHAMPIONSHIP POINTS

        1. SWPro4 Championship Points will be awarded to SWPro4 drivers With a currently registered car.
        2. Membership dues and any previously assessed fines and/or penalties Must be paid prior to an event in order to receive points for the event. No exceptions.
        3. Points will be awarded for competing in Time Trials (Qualifying), Semi (B) Main, and Feature Main Event Races according to the SWPro4 Schedule of Points Allocation. Points will only be awarded for racing events actually run.

      CONTINGENCIES & SPONSOR REQUIREMENT

        1. All cars must display contingency stickers at the discretion of the Director.
        2. Stickers must be kept in a neat and presentable manner.
        3. SWPro4 will mandate fuel, tire, etc. as designated by the Director.
